From Financial Forecasts to Better Control: Five Sources for Finance Leaders and Controllers

5 October 2026

This edition brings together five recent official and academic sources that examine a shared management challenge: how can finance teams turn information into better decisions without creating misleading forecasts, distorted metrics, or brittle controls? The selection covers a new CFO survey, two peer-reviewed management accounting studies, international supervisory guidance on climate and nature-related risk, and a German-Austrian reporting update. Each item is assessed for its contribution, practical value, teaching use, and limits.

01The Q3 CFO Survey: growth expectations coexist with cost pressure and investment caution

Official survey · Richmond Fed, Atlanta Fed and Duke University · 23 September 2026

The third-quarter 2026 CFO Survey presents a mixed outlook among US companies. Overall economic optimism remained broadly steady, while optimism among larger firms was partly offset by weaker sentiment among smaller and financially constrained firms. Responses were collected from 17 August to 4 September, with several hundred firms answering the different questions. The results are useful as a snapshot of executive expectations; they are not a guaranteed forecast of future economic performance.

The survey’s value for FP&A lies in its joint view of revenue, selling prices, unit costs, wages, employment and investment. Respondents’ mean expectations for their own firms included 7.7% revenue growth and 5.3% price growth for 2026, alongside 4.8% expected unit-cost growth. Meanwhile, investment plans for equipment weakened more than plans for structures compared with the previous survey wave. Among firms reporting no investment plans, some cited cash preservation. The juxtaposition matters: an upbeat revenue forecast does not automatically justify higher discretionary spending, hiring or capital expenditure.

Why it matters: One aggregate growth figure can conceal very different financing conditions across firms. The US rates should not be copied into a German or European budget. Their greater value is in the scenario logic and management questions they suggest: which price and cost drivers have changed; how quickly do higher input costs pass through to customers; and which investments can be delayed without damaging future capacity?

Practical use: Model revenue, prices and unit costs as distinct drivers; compare a base case with a demand-downside and a cost-pressure scenario; and rank investment proposals by their cash and capacity effects. Teaching use: Ask learners to compare survey means with medians, inspect the sample and weighting notes, and build a bridge from sales growth to margin. The survey reflects US companies and self-reported expectations, so its results require local validation before use elsewhere.

02A systematic review of unintended consequences in management control systems

Open-access peer-reviewed paper · Journal of Management Control · 22 June 2026

This review synthesises 95 studies from management, accounting and organisational-behaviour journals. It classifies controls by their object: results, actions, personnel and culture. Its contribution is more than a catalogue of undesirable outcomes. It maps how particular forms of control can be associated with gaming, data manipulation, motivational crowding-out, symbolic compliance and excessive focus on short-term targets.

For example, when rewards are tied strongly to a narrow set of measurable outputs, employees may redirect effort toward those outputs while neglecting valuable work that is harder to measure. Controls also interact. Tightening result controls can encourage workarounds that undermine procedural controls, while trust, appropriate selection and training may reduce gaming. The review emphasises that context, task uncertainty, leadership and the way a system is enacted can change its effects.

Why it matters: Organisations often introduce budgets and KPIs to strengthen accountability. Yet poorly measured targets, punitive reviews or steep incentive thresholds can reduce data quality and collaboration. The paper gives controllers, operating managers and HR teams a shared framework for discussing those behavioural risks.

Practical use: For each KPI, ask what behaviour it rewards, what valuable activity it leaves invisible, and how it could be manipulated. Pair quantitative measures with qualitative evidence and open review conversations; in uncertain settings, use controls interactively and allow assumptions to be revised. Teaching use: Have students map a sales bonus or cost budget to the four control types and identify likely behavioural side effects. The review synthesises existing studies; it does not establish one causal effect size that applies to every industry.

03Management accounting as a shared language in family-firm professionalisation

Open-access research article · Journal of Management Control · 9 September 2026

This study examines how management accounting can support dialogue and reciprocal learning as a family firm becomes more professionalised. It follows a family-owned pharmaceutical business that brought in a professional manager as it pursued international growth and gradually developed financial-statement analysis and other management practices. The authors use an interventionist approach to study change as it unfolded, focusing on how people interacted rather than only on a statistical relationship between a tool and performance.

The paper’s central idea is a “learning bridge”: management reports, ratios and performance indicators give family members and professional managers a common language for discussing business facts. That shared language need not erase the founders’ values. Instead, it can make different assumptions about risk, growth and the company’s identity visible and open to discussion. For controllers, this highlights an important role of accounting information beyond measurement: it can help people surface assumptions and form a shared interpretation before acting.

Why it matters: New budgets and reports sometimes fail because users see them as top-down surveillance while executives see them as tools of professionalisation. The study suggests that dialogue and a willingness to understand each group’s reasoning influence whether accounting practices are accepted and used effectively.

Practical use: Before introducing a new report, clarify which decisions it should support with its users. Explain KPI definitions in the context of the business and make review meetings a place to interpret variances, not merely read them aloud. Teaching use: In management accounting or change-management classes, ask learners to use one profitability report to reconstruct the different narratives of an owner and a finance director. Because the evidence comes from one company, transfer to other firms and industries requires care.

04NGFS guidance on climate- and nature-related financial risk

Official guidance from the Network for Greening the Financial System · published 21 September; page updated 1 October 2026

The NGFS has issued an updated guide for integrating climate- and nature-related financial risks into prudential supervision. It draws on supervisory developments and experience since 2020 and is designed as a practical, adaptable reference. Its direct audience is financial supervisors, but it also offers useful context for banks, risk teams and finance planners because it shows how environmental exposures can enter financial risk assessment.

For FP&A, the issue is broader than building a climate scenario. Risks can affect cash flow and investment through asset location, supply-chain disruption, insurance availability, energy prices, raw-material access or customers’ creditworthiness. The guide’s importance is its supervisory perspective and its inclusion of nature-related dependencies alongside climate exposure. It is not an accounting rule and does not automatically create a direct obligation for every company; it should be read as guidance on supervisory practice, not as a substitute for applicable law or reporting standards.

Practical use: Connect several risk-transmission channels to measurable planning assumptions: production downtime, input costs, asset values, premiums or working capital. Record the data owner, time horizon and scenario assumption. Teaching use: Build a supply-chain case showing how a nature-related risk could affect cost of sales, liquidity and capital expenditure. For non-financial companies, the guide is primarily a methodological and indirect reference; obligations depend on the applicable jurisdiction and rules.

05DRSC and AFRAC discuss IFRS in separate financial statements and German sustainability terminology

Professional reporting update · 16 September 2026

Germany’s Accounting Standards Committee (DRSC) and Austria’s Financial Reporting Advisory Committee (AFRAC) met to exchange views on current reporting developments. Their discussion included the status of IFRS for separate financial statements and joint work on German translations of the European Sustainability Reporting Standards (ESRS) and the Voluntary Sustainability Reporting Standard (VS). This is not an announcement of a binding change to standards. Its value is as a professional signal that technical questions and terminology work remain active.

Why it matters: Consistent translations support training and implementation, while confusing a meeting report with a final standard can lead to unsupported accounting or compliance conclusions. Distinguishing professional news, proposals and adopted requirements is an essential skill for accountants and controllers.

Practical use: Keep a controlled glossary of ESRS and voluntary-standard terms used in group reporting, and document the reference version. Check any conclusion about company obligations against the enacted rule and issued standard. Teaching use: Ask students to separate a meeting notice, a draft and a final standard, then identify which one can support a disclosure or accounting conclusion.

Source: AFRAC and DRSC Exchange Views on Current Financial Reporting Topics

Suggested reading order

  1. For KPI redesign: start with the control-systems review and assess one organisational KPI for gaming risk and unintended behaviour.
  2. For forecast refreshes: use the CFO survey to separate demand, price and cost assumptions in scenario analysis.
  3. For report adoption: read the family-firm study and redesign a management-report review around interpretation and dialogue.
  4. For risk and reporting: use NGFS guidance to inform risk mapping, and treat the DRSC/AFRAC notice as a signal to monitor—not as a new rule.

A practical exercise for this week is to create a one-page planning note for each forecast: list its numeric drivers and data sources; identify the assumptions with the greatest sensitivity; and describe the behaviour that a budget target or KPI might unintentionally encourage. This connects quantitative analysis, behavioural control and clear communication to management.
